September Tariff Adjustment Drives Electricity Bills Higher
Pakistani households and commercial consumers are seeing higher power bills this month following the end of a Rs 1.99 per-unit seasonal relief and the implementation of a new quarterly tariff adjustment (QTA). Distribution companies (DISCOs) are recovering nearly Rs 34 billion through November to cover fixed capacity payments owed to idle power plants. With grid electricity sales continuing to decline—a trend regulators explicitly attribute to widespread rooftop solar adoption—self-generation remains the primary hedge against escalating utility tariffs.
Study Advocates 'Swarm Grids' to Connect Rooftop Solar
A new techno-economic assessment by the Policy Research Institute for Equitable Development (PRIED) highlights that over 50 GW of solar panels have now been imported into Pakistan, far exceeding total grid generation capacity. To address ongoing localized blackouts and coordination challenges, the study urges regulators to establish frameworks for decentralized "swarm grids". These digitally networked systems would allow neighboring rooftop solar owners to store and trade surplus power locally, relieving pressure on the main transmission network.
NEPRA Mandates Battery Storage for Renewable Auctions
To improve grid stability as clean energy capacity expands, the National Electric Power Regulatory Authority (NEPRA) has authorized mandatory Battery Energy Storage Systems (BESS) for upcoming utility-scale auctions. Under the ruling, developers competing in the forthcoming 800 MW wind and solar capacity auction will be required to install BESS units providing a minimum firm capacity equal to at least 10% of their site generation capacity.
